Right, shame on whoever uploaded this and put "Unknown Artist"! Anyways, I edit the tags and put "MSpaint Ponies Tumblr" for the artist, quite unsure exactly who he goes by, probably this. The rarity mole-thingy his is signature that he uses in all his artwork. You can mostly find his stuff on Ponibooru.
