I think that when dealing with cub porn, it'd be reasonable to say "If there is any question at all of whether or not it could possibly be cub, label it cub."

Worst case senario: Someone searches for "cub" and gets a few matches that only sort of look cubbish.

Best case senario: Someone blacklists "cub" and never sees anything that could possibly be considered cub.

Sounds like a win-win to me, but I know some people are just so sensitive about their labels.
