Oh.So staring is gay now? Maybe he's shocked? Plus it's really abstract you can't be 100% sure it's a male in the background. (even though given the context it most likely is. According to the "tag what you see" rule. this shouldn't be tagged gay.)

If those are women's clothing then you should've tagged "crossdressing" and even though that doesn't make the image gay since I see no Male to male sexual interaction.

You can't even be sure about the one of the left since you can't see any genitals , for all you know , "he" could be a "she" and just have small boobs hidden by he/her arm.

I mean I know it's kind of a stupid rule but it's true. If there is no male to male sexual interaction then it shouldn't be tagged gay.
