Well, from my opinion, I guess it depends on the people offering and then the people taking the offer. Males are often big on this fetish, and whether women/men tease or offer their feet to them, it's more likely to be a gateway to lead to other things involving touch.

But, then again it might just be something primal that monkeys were used to doing, that's just my guess.
