No, controls Groudon, that's why you get it in ruby version and soul silver, so you can catch GROUDON.

Well I know when I'm beat. I guess I was just thinking about how the player needed to get the blue/red orb to calm and capture Kyogre/Groudon in sapphire/ruby, and how Prof. Oak gives the player the blue/red orb as reward for getting the national dex and a kanto starter so that you can encounter Kyogre/Groudon in the Embedded Tower in HeartGold/SoulSilver. OH SILLY NIGHTLORD, OH SILLY ME!
