Simple solution. Jolteon use thunderbolt and you can get out.

If I were Jolteon, and this was a true, I'm not going to get out, kind of situation, I would rather fry us both, than just suffocate.

You're forgetting volt absorb. Jolteon would absorb the ambient electricity and get away.
