If your an avid fan of Doctor Who, then you would know that the Time Lords are all sterile, because of a curse from some angry chick, so they have to be made artificially from machines, when they are born, they are fully grown adults, however their brains are still in their infantile stage, so for a couple decades they're basically man/woman-children.

She was called Derpy Hooves before Hasbro gave her the less insulting/offending name Ditzy Doo.
Remember, she was a rendering mistake at first and not intentionally created.

Fairly early on, someone on Deviantart asked Lauren Faust what that gray pony with the bubbles cutiemark was called and she responded that she would have named her 'Ditzy Doo'. Coming from ms Faust, that weighs quite heavy with some of the fans.

If anything Ditzy is more offensive then Derpy. Derpy is a cute, 'affectionate' term while Ditzy is just malevolent.

I don't know about other dictionaries, but in mine it says "silly or scatterbrained", which seems to fit pretty good. You seem very upset and I'm not sure why. Do you find the expression 'scatterbrained' deeply offensive? Because I'm pretty scatterbrained myself, and I've never seen that expression as offensive.

Its not just the word it is how they showed it. A blond character doing something stupid with the name Derpy which to me was cute, I didn't know that the name was made from the slang word Derp as people put but found out anyway after they tried to cover it up because someone found it to offensive. Hell I remember when calling some one a dumb blond was bad.
Yes anyone can be silly, scatterbrained and sometimes do something stupid (This word has a lot of meaning, since i learn when i was young that it meant you aren't very smart.), but are also female and have blond hair? As i said it is a stereotype (and it seems no one care about that to be offended), they fix the eyes a bit in the episode re-uploaded it. So what do you think Derpy means? a word made from Derp, or just a name that give the background character meaning, than just the same old stereotype that seems to have not lost its humor, since its soooo funny.

I use both names. More accurately, I've got two alternate-timeline fics. Calling her the two different names makes it mentally easier keeping them separate as I work on them.

Ah, thank-you, I forgot about the opposite reproduction roles, also thank-you for correcting my spelling error and not being a bitch about it. :)
