I'm going to make a collar just like that one. Can you imagine people actually listening to you? :D I'd have lots to tell. And they become more cute at the same time. It really solves two problems in one go.
Dunno what the collar reference means, but this is usually how you train a dog to listen to it's master better. If you yell stay and they keep going after the ball, negative reinforcement. If you yell stay and they stop chasing the ball, positive reinforcement.

I believe the word you're looking for in the former is punishment. Negative reinforcement is when you reinforce negative behavior, or behavior that is not of the preferred outcome, and the result is more of said negative behavior. Punishment's using that collar when she does an undesired behavior.
The more you know and all that stuff. Cute picture though.
