ok Im not going to do it but you can bring it up with paint that little eyedrop thing use that click on the blue you will get the same color then drag that out till you get the size you want then paint away that is it

The background has compression artifact stripes, ffs, it's not just one color >_<
You should just make this again and save with a lossless format or highest quality compression and get rid of the artifacts. IMHO.
