This is a screenshot of an episode from the anime. This is actually a reference to one of the manga, and also to the fact Clefairy was originally meant to be Ash's starter before Pikachu won a fan-vote.

Yes, this is from an actual episode, from a flashback in which Ash remembers a cartoon from his childhood. This is that cartoon and is apparently about the manga.
