Hmm, okay, so I'm curious

Out of the blue, I decided to search for animated Sneasel content, and stumbled upon this flash from 2013. Trying to see how well my PC would be able to record that flash at fullscreen so it could be viewable in video form, I opened OBS and recorded it, then edited the file with Vegas Pro to a video of about 1:00 minute of size with most of the individual states of the Sneasel being made to seamlessly last 15 seconds. Would it be a good idea for me to submit this version, especially given I'm pretty sure there's no way to contact the original creator for permission? What exactly are the quality standards for Flash to video "conversions"?
