They are not on the DNP list, the character is. This is literally the only character who received it, or so the takedown has done. Here is their wiki page.

Leoian is ... a special case. He is banned from e6 and his character is DNP, though a few seem to have slipped by as leoian_(character). (I just realized that one of those was my fault, sorry, fixed.)

Correction (that I should of Litten two hours ago): if another person draws their character without it being commished, the character can stay and they'll have to request a takedown. It is only what they own and what they drew.
It is not actually the "character", it is the artist whom the character shares a name with. The character themselves is just a pseudo-misappropriated artist tag (since you could change it with artist: or character:) Or, so Notme had shorthanded when I asked.
