After carefully inspecting the evidence, I think a distinction can be made between full mouth breasts...

...so two tags would be warranted provided the latter implies the former (nipples being parts of the breasts).
Regarding your other threads as well (forum #60344 and forum #60345 (why make 3?)), I suggest the tag names be standardized in the fashion of dick_nipples (<singular modifier organ>_<plural modified organs>), which would give us mouth_nipples as a subset of mouth_breasts. My total suggestions are therefore:
Definition Changes
The "* :" tag should only be added if an image describes ": *".
- mouth_breasts : a mouth on or in place of a character's breasts
- mouth_nipples : a mouth on or in place of a character's nipples
Structural Changes
=> : aliases to, +> : implies
