But I fear it wasn't entirely uploaded because of reasons, like being from a paysite for example. I looked at the DNP list but meesh isn't mentioned there anywhere. Am I free to upload what I found?

If the image is from a site that is freely accessible to the public, you may upload it. If we find that it was ripped from paysite content, however, we may have to take it down.

It may have been up at some point and deleted for some reason.

This is pretty old commercial content at this point. Some of the other pages were uploaded to e621 years ago, and were deleted.

Given that this is commercial content that's well over two years old now, it's something that no longer violates our Avoid Posting policy, so you could upload it. Keep in mind though that if the artist (Meesh) asks us to remove it, then we will still do so. I don't think that'll be the case though considering how old this is now and how it's already been reposted 1000 times across the internet.

Sorry, I guess I'm taking back what I said now. We don't actually have any documentation for it anywhere, but supposedly Meesh specifically asked to have this comic removed long ago, before I was even involved with the site. That's not actually mentioned in any of the old deletion reasons, and of course there's no takedown form or email for it, but we'll have to delete them again for now just in case. =/ Sorry.
