Don't upload from one of those devices. A mobile is strongly suggested to not upload from either, but those all manually shrink the image to fit the performance needs. If, however, you wish to try: on DA you need to actually download the image, via the download button off to the right side. That is the image URL, what you were using was most likely the post URL. The difference is that the post URL lets you comment, like/fav, etc., while the image is literally just the image.
If you cannot get the image URL via the download button, then you should not try to upload it because (as stated) your device will shrink it.

9th post deleted for low quality i wish i can fix this because i want to share my artwork im on the end of drawing furries and my drawing skills are approving over time is there a way i can fix this?

No? If you manually save an image and then upload the saved one, it gets drastically decreased. Using an URL can also have this, at least with Tumblr because there can be multiple image sizes dependent on certain circumstances. Sometimes, you may not even be able to get the proper image size either way, as it is restricted by some regard.
Using the URL can circumvent that, but if the site gives you a mobile-only version of itself, or in your case something equivalent, then you need to do URL manipulation to get the better version. That is a big reason why you shouldn't use such devices, you may not even know that you are using an adaptive URL or image format/resolution.

Provide a source to your image. If you can share it somehow, do so and I can then critique. Until then, I can't shoot at the dark with deleted posts.

You uploaded a thumbnail version again.
However, I went to the post on DeviantArt and I wouldn't approve it even if it was uploaded at the original (?) 1280x1280 resolution.
Uploading guidelines
- Small images: Anything below 200px in either direction is likely to get deleted
- Low quality submissions: Highly visible artifacts, scribbles, low-quality photographs of traditional media (invest into a scanner, people!), 1000h in MSPaint images, computer generated mosaics, etc. etc.

I think you should not upload pictures smaller than 1200x1200 pixels. That's probably why they're getting deleted.
If the original picture is at least 1200x1200 pixels WITHOUT changing the size, then it should be fine (unless a high-ranked user thinks it's poorly made in some way). Otherwise, I cant help you with anything else.

Low quality art is still low quality, even if you correctly source the image.
You can't upload thumbnails because they can and will get deleted in favor of higher resolution versions.
But even if you upload the full-size images, you need to actually be good at drawing before your own work gets approved on e621.

Yep... in order:
No color; it is a harsh black on white, and color does influence quality.
No field of depth; you did not take any method to distinguish the background from the foreground.
Angled/jolty lines; lines should not abruptly end and begin, even with the context of the image they need to be smoother and more detailed.
And, to top it off, resolution; by no regard is 200x200 acceptable without presence of details or quality.
Since I can probably sum this up with what you've given thus far: do not draw with a 3ds purely. It is not built for professional drawing, and the artwork on this site needs some quality to it. I wish I could offer advice, but it is seriously the 3ds limitations that are the obvious cause. However, if you do have the ability to use a better device (PC, tablet, or hand-drawing), then follow this:
instead of obviously compare & contrast drawing, draw the image on a layer above it. Obviously, this is tracing another's work, and uploading that is against the rules.
don't just take one image and only draw it, take as many as you can and individually draw each one. Again, tracing, so do not post.
A 3pm light source casts a shadow against a obstructing source, so try to draw that object & shadow. A human laying on the ground will visibly have creases, flattened body parts (depending on where they are laying), and distinct skin "shapes" (as in where muscles are, the contorts of the body, and the distinguishable appearance of the above and what is normal), and you'll want to pay attention to the above. This can help determine your depth perception and background/foreground, as well as anatomy in general.
This method is only good for learning basics, by no regard would this make you an expert. Time and/or money (to pay for classes or disks/books) is the only way to get better. This really only teaches shapes, sizes, field of depth, and lines, but it will flush out your drawing style if used right.
In short: don't use a 3ds, get better equipment; draw by using references and as many as you can, drawing without those will always have flaws; study how things actually look to better grasp how to apply it in an image.

If the only thing you have to upload with is a Nintendo DS, then don't upload anything. Nothing from the DS will meet our quality standards, and you're just going to have it deleted repeatedly. I suggest you either get a computer or phone, or stop uploading.
I'm also sorely attempted to tell you that any more bad uploads will result in a record for posting abuse. You have been warned. If I see any more terrible tiny-res images, I will escalate.

Color does not mean anything for art or image quality, only preference. There is plenty of strictly black-and-white (not greyscale) art that looks great. Likewise, there is a lot of colored work that looks fucking terrible. Something to keep in mind.

I wish to specify two things about that: harsh colors do not help black and white. There was no distinguish of even body color as black, it was only lines. Thickening or curving/bending lines would make it less harsh. So, forgive my accent.
Secondly, colors do help in teaching when you have to use the absence of it. I have seen images where details are excluded when they could have been replaced with blacks or white. Like, black blushes or white-lined cheeks, both of which were colored red but could be changed to black & white counterparts. For instance, the bowtie was bisected by black, they could of left most of the lines out, leaving only the basic shape, and let the white "color" it.
I obviously can't argue with you, as you are an artist, so I am only explaining what I meant and wish to leave it at that.
