+1 was about to suggest this myself as equivalent tags like skirt_lift and raised_skirt also imply clothed through their parent tags.

The same could be said for most other clothed implications, e.g. raised_clothing.

The mostly_nude implication has been rightly removed from both of those tags, so this is no longer a concern.
