It has nothing to do with a "digital bias", your skill is not satisfactory and we do require either actual scans or very, very good photos. This is not a personal preference, this is a site standard. Why people always assume it's because of some "digital bias" when the actual reason is plain as day with the post itself, I will never understand.
Post to FA, DA, or some other gallery which lacks image quality standards instead if you don't like it.

It's not a personal gallery but an archival site. As such, Pictures with optimum quality are far preferable to a hastily-photographed sketch. You don't go to the Louvre to look at photocopies of the great masters afterall.

You should really invest in a scanner, they're quite cheap nowadays, you should easily be able to afford one. I don't think many traditional media artists would be able to gain any traction without one.
If worse comes to worst, just practice digital media, then you won't need a scanner, it'll just be you and your skills and no monetary barrier in between.

I simply saw posts that were not according to our guidelines which were approved recently. I have also gotten confirmation from the approver that I can change the ruling on their approvals, if I see something wrong without need to ask them all the time.

If you really are going to want to continue posting traditional artwork online, this isn't huge investment. Then there are second hand scanners, you could even salvage one from local recycling center as many throw away especially combo devices where scanner still works, lend one from somebody, use public library, etc.
Or if you really want to continue using camera, then you need better camera because my phones camera is better and even that wouldn't be acceptable. Also the lighting needs to be much better. Pretty sure these would become much more expensive than just having the scanner.
And no, these are not personal preferences but actual sites guidelines which just sometimes are forgotten to enforce or slip by when tons of posts are needing approval. You should've known this by now, because you already had over ten deletions for this very exact same reason before I took actions.

Try a figure drawing session or two if proportion/lighting was the issue at hand. Gesture drawing will help you in ways you thought unimaginable once you master it.
If lighting/image quality of the pic was the issue then get a scanner. You can get a decent one for <$100 now so there is really no excuse to not get one at this point. Unless you have no income at all.
Also 90% is a ridiculous number for quality ratio of artists (at least for artists committed to self improvement and one's that listen to qualified criticism) I barely consider myself in the top 50% of furry art peeps by my own standards. (But I may be cherry picking what I consider to be the 'average' furry artist too since I almost always stick to this site)

Not really an excuse. I'm unemployed too, and the small time I was employed I made less than $2000 a year. I still got a scanner/printer for $20, and if I get good enough to upload anything, that's what I'm using.
If you have to, keep looking for a job and use your free time to practice so at least you have something.
