I'm ninety-some percent sure that would've been rejected due to quality standards, anyway...

You shouldn't upload that again anyways, as it's already been deleted for not passing quality standards.

Because this website is more than meets the eye. It’s the best website I know for looking at Gay Animal Cartoons, but the worst for artists who draw with thick outlines

I don't think your outlining is the problem. Artistically, the piece doesn't display good use of line, texture, color, form, value, or space.

Yeah, the thickness of your lines isn't the issue. Also, that really doesn't explain the lack of a base upload limit.

considering that they have only posted 4 items, and have a negative -1 limit I'm going to speculate that they've had their posting privileges stripped from them by an admin.

Because all of their previous uploads were deleted for not meeting quality standards.

It can also happen when someone primarily uploads one artists work and that artist files a takedown request, however that's not the case this time.
