So this kept me awake at night: I know that if a user submits a report/complaint or sends a message to another user they get a "You have mail" notification, and that no such notification occurs if they flag a post for deletion and that post gets deleted. So what happens if someone gets a positive/negative/neutral record? Are they notified, and if so how?

Yup. Getting a record of any sort sends the user in question a dmail
