It's less that it's about a time zone, I think it's for a time frame. Images with the most upvotes and/or favorites since a certain point in time just stick around on there.

It's a 24 hour time frame in a particular time zone. I'm not sure which one. But if you look at it at the beginning of a new day (in that time zone) you notice it's just the latest posts not really the "popular" ones.
It could be argued of course that the latest posts, the only posts of that day so far, are by definition the popular posts. But I think there should be a score or fave threshold so unpopular posts don't end up on the popular page even for a little while.

I think everything is using GMT at least from every time I have to check dates here.
Would be really nice to be able to change timezone and 24-hour clock format from settings. Because searching by date right now there needs to have some leeway to take the timezone difference into account.

The functionality of that page can be entirely replaced with searches like order:score date:today or order:score date:2017-10-06.
You can narrow it down even more with complex searches like female order:score date:yesterday -voted:me.
The Popular By Day page is DEAD.

It uses UTC/GMT. Both explicitly and because the time zone the servers are set to is UTC.

i beleive it is gmt, but im unsure if it accounts for summer daylight savings, or if its just slow to update
