It seems to be taking a long time for our posts to be approved or rejected. If they aren't reviewed in time, not only does it get deleted but we're penalized by having our upload count reduced.

there isn't really a need for a poll. Even the staff says they don't have enough janitors. The issue is finding people that are trustworthy enough, and know enough to be given access to site tools, and approve/ delete post without abusing their power.

It's not "do we have enough", it's "are the posts of acceptable quality or not"? The janitors do approve posts that meet the quality standards. They either sit on the ones in grey areas, or delete ones that don't...
If the automoderator deleted a post and you wish the deletion is reviewed, ask any of the staff members for a review. Neither asking whether or not we have enough janitors, nor getting any more janitors, would solve the problem of stalled approvals. But that doesn't mean we have enough, your perceived problem is not just solved by adding more janitors.

No, we don't have enough janitors, but they are still reviewing every post anyways. No, your upload limit going down after repeatedly posting things that are borderline by our rules is not unfair punishment. Upload limit only impacts the number of posts you can submit at one time before they are approved, it's not taking your dog out back and removing a limb every time a post is deleted. People put way too much emphasis on numbers that don't actually impact them.

It does have a significant impact when a post that someone actually put effort into tagging gets auto_deleted.

Gosh, I ordered a "grow new janitors" kit a few months ago, but it's not working.
Maybe I'll have to go to the grocery store to buy one?
I'm not sure what section they're in.
Is this even the right store?
Where DO you go to find new Janitors, if you can't seem to find any growing in the garden?
Edit: Whoops, it's locked. I'll actually give a better answer then:
When you upload here, you are expected to tag images. You are expected to tag to the best of your ability, every single time you post.
We don't approve images just because they were well tagged. I know it takes time and effort, but that's kinda part of participating on this website.
