Very few know of the whole thing, and lot of the stuff in bvats tag is stuff nobody wants on their account.

It's also highly likely it doesn't occur to a lot of users it's a thing they can do.

One of the main reasons I can think up of is "These look completely identical to me" arguments, which have gotten more prominent after guests and new users default to 800px sample versions on posts. As in majority of users don't care unless the version we have is literal deep fry.
Sometimes higher quality versions are less used websites like sofurry at which point users do not have accounts there nor want to create one or we are talking of materials like PDF or AVI, which would require conversion which also makes many just toss their gloves on the table.
Also consider that for those BVAS posts to even happen, users are already unaware of how to seek out higher quality versions of material, so they are most likely even less aware of exsistance of the tag to indicate the situation or how to resolve it by themselves.
Even if idems tool does make the process much easier, many do not know about it or know how to install it. In contrast, the way you do that natively on site is much slower process with lots of copy-pasting and tons of buttons being clicked and it's extremely easy to fuck up stuff like pooling and post relations.
Then you can still throw in threaths given to you in dmails for "stealing" someones posts, artists going DNP because users are replacing their JPG messes with higher quality copies from themselves, materials that users are uncomfortable with, etc. and you have mess which nobody wants to touch, even if it's technically easy brownie points.

If I'm not entirely incorrect I do remember this happening more than once. One situation was artist accidentally leaking patreon HD copies of images trough tumblr.
Would have to dig up stuff which I don't feel like doing, but what I can say for sure is that there has been more than several artists and commissioners who have uploaded content in much worse quality here while the better quality have been available in source. I remember one commissioner even stating "This is how I got it", then someone proceeded to replace those posts. Some of these have lead to at least takedowns if not full on DNP.
Then there are situations like post #1798545 where better version cannot be uploaded because it's directly againts artists set DNP.
I do hate how peoples missunderstandings and feelings are the overruling factor in these kind of cases, but at the same time it's objectively far better than for us needing to bend rules or deal with constant negativity.

I kinda lost interest with the whole Tumblr raw thing. but i guess i can slowly start that project up again. I still have everything i need to find more bvats on my profile page.

Well there's also the case where a piece of art is uploaded, and then later, the artist releases a higher quality image after some time has passed.
Which is one of those cases where it's sort of a no-win situation for users. If an artist puts out an image and says that a full-res version will be available, say, a few months later, then what ought a user do? On the one hand they could refrain from uploading the image to e621 in the meantime, but then that makes it easier to forget altogether, and also it's not great for the image to not be available here when it could be. The user could upload it, and then replace it when the better version comes out, but deleted posts are weighed more heavily than successful uploads, so doing that is penalized.
Not a super great situation with the current rules.

there is also a small chunk of bvas which can't be done due to it being larger than site can handle at 15000p

I don't even BVAS posts that often because it is a lot of work.
I would have done a ton of automatic bvasing, but after talking to mairo the conclusion was so many things could change doing that it by hand is the only safe way.

You just have a bunch of files that are the raw tumblr images right? forum #208884 could help. Though sourcing might be troublesome.

A friendly delete (one that does not effect upload count) could be useful, but upload count is not something you should really worry about. You would have to be doing something really wrong for it to start affecting you.

Right now I'm focusing on finding DeviantArt bvats. Tumblr just seems like to much effort right now. Plus deviantArt doesn't have pages and pages of niche fetish art.
