I think so.

If we assume that the tag explicitly means just "wearing clothes, but not pants," then I'd say yes. The centaurs are not wearing pants. Whether this form of nudity is culturally accepted for centaurs (or if they're even capable of wearing pants) falls outside of TWYS, I think.

Also if we wanted to be entirely literal, the current wiki definition only specifies that characters are "wearing clothing over the upper half of their body, but not over the lower half."
