Scale To Fit Size Mode should also include the height.

Why would it be useful?

Scrolling would not be required to view the whole image.

IMO, it should be its own separate scale mode. I use Scale To Fit so it doesn't require horizontal scrolling, but if it limited the vertical size also, it would make comic pages or other tall images difficult to see.

They won't be difficult to see if they are sized to fit the screen (unless its like 10k height).
