I think with the topless_[gender] tags it's because a topless male is still fully clothed, while a topless female is "exposed". I know for me, when I search topless or especially topless female I'm wanting to see uncovered bewbs rather than guys in swim trunks or something.

Although it's arguable there's not enough topless female male posts with a fully covered female to make the gendered tags worth keeping.

No, he's not. It's socially acceptable for him to be strolling around topless, even in public, but he is, by definition, not fully clothed.

And that's fair enough and all, but when you can just add the "female" and "solo" tags, instead of just searching for "topless," there's really no need for a specific "topless_female" tag.

Eh, somewhat but not exactly. Like I said, admittedly the posts tagged topless and female but with a topless male and fully covered female(s) are rare, so it's not a huge problem to have topless female return images with topless males and coverd females. However topless female solo eliminates a lot more than just pictures where the/a female isn't the one topless. eg post #2395165 and post #2395489

Edit to add: Since breasts applies to both covered and uncovered breasts, and exposed_breasts stipulates "when the character is wearing clothes that would normally conceal them" do we need a tag like "uncovered_breasts" or "both_breasts_out"? Especially since exposed_breasts has a number of posts that don't meet the stipulation, so being able to say on the wiki "If nude, topless, etc... use [new tag] instead." May help with mistagging.
