change category check_translation (0) -> meta

Reason: When adding notes to an image and checking the "Check translation" box, the system adds the check_translation tag. This tag is currently a General tag but should be in Meta along with translated/partially_translated.

There should also be an alias for translation_check -> check_translation since there are a good number of posts using the former, but I presume topic #19568 is preventing that from being requested (I'm getting Error: Error: Antecedent name has already been taken (create alias translation_check -> check_translation) when I try). See also topic #26145, which is requesting the reverse alias. Since check_translation is linguistically less awkward and is what the system automatically adds to posts, it makes more sense to alias this way rather than the other way. I can update this BUR when whatever is preventing the alias from being requested.
