It does make sense to me, but some are a bit pedantic when it comes to implications (for good reason I suppose). The only exception where supernumerary_breasts might not imply multi_breasts is on a character with two breasts but arranged vertically and supernumerarily (say that 5 times fast).

But two vertical breasts arranged vertically, one smaller than the other, doesn't actually count as supernumerary breasts. The wiki blatantly says that it's only for two or more pairs of breasts, which get smaller as you go down.
