However, they are both valid ASCII symbols rather than Unicode, simpler to type, and certainly resemble what they're tagging. On the other hand, if we're going to reverse these, then everything should be aliased to exclamation_point and question_mark.

Yes. One reason why special characters were restricted was because of how easily they can cause problems with various tools. ? in particular is a bad one that should be avoided, though ! has some potential problems too.
