create implication excessive_precum (2771) -> excessive_genital_fluids (43836)
create implication excessive_pussy_juice (1324) -> excessive_genital_fluids (43836)

Reason: The tags "cum", "precum", and "pussy_juice" all imply "genital fluids. Logically, the excessive versions of these tags should imply excessive_genital_fluids as well.

I think non-BUR alias and implication requests have to be rejected by an admin.

Users cannot reject alias and implication requests like they can BURs.
