Generally yes, if the art has merit on its own and isn't, say, slathered all over with promotional text.

I know this because adoptables are particularly frequent offenders in ambiguous name tags, made worse by the fact that, by their nature, you can't be sure who they currently belong to.

I wouldn't even say being slathered with promotional text is necessarily a disqualifier. There's a few uploads with annoying censorship that get lots of blacklist user records because commenters really don't like that. Patreon previews aren't generally appreciated by anyone.

Yeah, pretty much this. To exist on its own artistic merit it should be actual original art, not just a colored base or lines that get reused all the time.

Promotional text is permitted in the post description, but having it on the image itself makes it a lot more likely to get rejected.
