I'm leaning more towards the flipped option but the two seems pretty interchangeable. I'm more for hazard stripes because I've heard the term more often than "caution stripes". (Though "caution tape" is a different story.)

My guess is that it's a specific type of barricade tape with the word "caution" printed on it.
Just as there is a "keep out" tape, a construction tape ("under construction", "men at work", "caution construction area", etc.) and a police_tape ("crime scene do not cross", "police line do not cross", etc.).
