The wiki article on the tag phimosis has it wrong: a penis without phimosis can have the foreskin pulled back when erect, but that doesn't mean it has to be or always is. This means that the page circumcised is also incorrect, as the difference between an uncut and cut penis, even when erect, can be quite different.

I've fixed it by deleting the offending text in both of those pages.
