They're not supposed to.

In this sense of the word, furry as an adjective, this tag is to be used when a non-furry creature has a fur covered tail. This may be relevant to chimeras and some animal humanoids. Please don’t use this tag on creatures that would normally have furry tails anyway—it’s meant to be used to identify unusual cases.

But like <animal>_ears and <animal>_tail, and humanoid-related tags in general, it gets misused a lot for both anthros, and when it's redundant. It may be worth aliasing away if it's not able to be kept under control.

If it is to be eliminated, just plain tail would probably be a better alias target, since furry doesn’t necessarily equal fluffy.
