Beckoning is a physical gesture, come here can be a statement. They are not the same, just similar.

Also, come_here should not implicate beckoning.
Reasoning: Imagine two people in a room, one at a desk on one side, one at the other side of the room. The one at the desk says "come here" without moving, gesturing, or turning away from the desk. That would be "come_here" without "beckoning".
