Topic: How to have a tag changed to meta category?

I tried changing the category through the usual procedure of the edit tag type drop-down menu; however when I selected meta the tag remained in general. If there a specific way to make something a meta tag, or is it something only an admin can do? If the latter, then how would I go about making the change request?

For reference the tag I'm trying to change is circular_gallifreyan_text from general to meta to be consistent with other [language/alphabet]_text tags. Though if the concensus is that it should remain in general then this whole question is moot

Certain tag categories are locked to prevent misuse, this is typically the selected few "new" tag categories such as lore, meta, contributor, etc.
You will need to submit the category change request through a BUR; e.g., category circular_gallifreyan_text -> meta.
