The exception to this is if the comment is particularly egregious in terms of trolling or admitting to/implying real illegal acts.

well yeah but OP was more concerned about roleplay

Though generally disapproved as a whole, minor roleplay is allowed up to a certain extent, specifically if it was made ironically or part of a joke (see Role-Play rule violation).
The comment posted seems minor enough, somewhat akin to someone referencing the Finally, some fucking good food meme.

However, judging from the user's recent past comments and the slap they've already got for roleplaying, I'd say this is worth reporting (the user as a whole).
Trying to interact with characters within artworks (such as asking them questions or responding to them) is considered roleplaying.
