i accidentally closed the pop-up that appears when you click on a tag instead of minimizing it and don't know how to restore it

A pop-up when you click a tag? You mean the wiki excerpt when you search a tag? That can be re-enabled in the Theme Preferences page, unless it's something else I don't know about.
