As a rule of thumb, never alias a vague tag to a specific tag.
In this case, footwear (from discarded_footwear) supersedes shoes (from shoes_removed).
If you want to alias them together, it should be the other way around, i.e., alias shoes_removed -> discarded_footwear.

In addition, it helps to check the wiki for the tags you want to alias together.
In this case, discarded_footwear also has shoes_off aliased to it as well, making precedence for the above alias.

I did what you said: shoes_removed -> discarded_footwear
