Some people confuse the words "clothes" and "cloths", which is probably why both of these are already aliased to clothing. The tag "cloth" should not be used, in my opinion, to refer to clothing.
I'm not sure why people add the "cloth" tag when they tag an image with "clothing" unless it's the same logic used to tag trees with "wood".
Take the following image as an instance of an image which contains "cloth", but there are no "clothes" in sight.
Again, note this image.
Cloth, but no clothing.
These, and other similar images are, I believe, reason enough to retain "cloth" as a valid tag, although there's some cleanup to do, and perhaps we need a wiki article to explain the difference between "clothing" and "cloth".

I. Thoguht a cloth was nothing more thana sheet or piece of fabric or a rag.
