Implicating Ball Fondling -> Balls

Reason: Hard to depict balls being fondled without depicting balls, too.

If someone is fondling someone through their clothing, should it still be tagged with balls?

I don't think so. If they had underwear/legwear on, or one character was covering the other's balls with something, you wouldn't be able to see their balls.

But if a character had their hand in another's pants, fondling their balls, would bulge be a valid tag to add?
