MemberWell, isn't that red scarf a symbol for the red string of fate? So you could say that those two are bound by fate, one is a cat, one is a human and the human is holding a cat in his arms on top of that, so it is kinda the relationship between men and humanity, if we learn to adjust.
Then there is the city in the background, you see that the boy is standing at a place that is difficult to reach for a human, so you could say that he inherited the attributes of the cat's through his bond, we don't know the background of this character but maybe, just maybe he is living like a stray cat, which should be the reason for his close relationship with these animals.
