He does have a point. It's a lot easier to make a quick judgement call on whether something feels right than it is on whether it might be legal, since sometimes laws are ... kinda weird.
I would say that that's the difference between morality and compliance. If you decide not to go around causing harm and destroying property because it's illegal, and that's your only motivation not to do so, then it's being done for selfish reasons (not wanting to end up in prison, for instance). Doing the right thing, but for the wrong reasons. If you decide not to go on a rampage because you respect the lives and efforts of people who would be harmed because of it, then it's an actual moral decision rather than just avoidance of punishment.
