MemberThe downvote is used for art that is of low quality (badly drawn or low resolution). In this case, the animation is great. If people come across an image or animation featuring a fetish they don't like, they're supposed to just add the corresponding tags to their blacklist and move on.

MemberI checked again (it has been a while), and I can still find no correlation between voting rules and art quality/preference. (In fact there's, very little regarding the voting system itself, let alone mention of it...)
(You could be confused with the "Refusal to Use Blacklist" rule, which doesn't actually prohibit users from downvoting content they don't like, but rather for commenting/posting/etc their dislike of content. That rule doesn't have any reference to the vote system.)
Coincidentally, there doesn't appear to be one for misrepresenting site rulings either, but maybe do a glance over and directly quote when arguing such matters, after all, the word of a user is hardly undebatable...
