My guess is they're trying to determine how much damage a shoe bomb would really cause if a terrorist successfully sneaked it into an airport and if it would be as lethal as it's suppose to suggest.

You know about that, too, eh? I always wanted them to test that, but they never did. Same with the underwear bomb. Shame, because that would've been awesome for them to bust, and prove those terrorists stupid for trying it.
