I love how the citizen is more concerned by the little scrawny undead zombie than by the towering dragon beside him.

Knowing this adventure, its more likely alduins revenge is installed and the moment he says it will get yeeted into the stratosphere to come back down with an immortal npc splat then say it again later for the same result.
For anyone curious, it is a mod from the same guy who made divine punishment which kills guards with divine smite for arrow to the knee and sheogoraths wrath for turning them into sweetrolls whenever they ask you about your stolen sweetroll.

I mean, killing Ghosts in Skyrim will still apply blood to your blade.

So either it's a similar case, or the sheer power of Dragon Tiddies is enough to draw blood from a corpse that has been mummified thousands of years ago.
