You know, even if the Dragon King had noble goals, this feels like something he did specifically out of spite for the goddess and Dolan, and I can't see how Nah Nah could justify this unless there's something I'm missing.

Dolan was weak of heart, and still is. But it was the sages, his friends, that helped give him strength. It was the only strength he had to rely on when he finally pulled the sword. The four hearts are his strength, and that the four sages will always be in his heart.
