Pretty sure this is a Latias, just with an alternate appearance. A little more feathery and her designs are changed, but she's still a Latias. Source and tags have this "Handy Monsters" copyright thing, though, which... doesn't actually seem to have any database available. My guess is it's a ripoff of Pokemon/Digimon, which exists only in artwork, not even in any merchandise. I'm not sure why somebody came by and downvoted you when if they have reason to know for certain that you're wrong, they'd be able to explain just what it actually is.
