bound
This tag is used in all cases where a character is tied up, chained, cuffed, or otherwise limited in motion by non-living things, such as rope and shackles. The tag restrained is used when motion is limited by a hold of living things. This is regardless of consent or implied fetishism.
Some common restraining devices are ropes, arthropod webbing, handcuffs, harnesses, and spreader bars.
Remember that tentacles are living things, and thus they typically do not bind (unless a piece of dead tentacle has been wrapped around a thing and bound to a knot) but rather they restrain. A leash by itself doesn't bind or restrain, but if the other end is tied to something (even to another character – bound together) it does the former, and if it's held or even pulled it does the latter.
