A diaper before it has been filled with bodily fluids, or waste. It probably shouldn't be used if a diaper is visibly dirty, or stained either.

• Applies whether a diaper is worn, or straight out of the package.
• Water absorption themes should be fine to use with this tag. It is just water, right?
