If this is in regards to the default blacklist of young -rating:s, it's better to err on the side of caution than risk having some slip through.

It doesn't matter if they are actively involved in a sexual activity or just being in the background/not participating.
People who blacklist those things won't take it kindly if you poke holes in their blacklists with these kind of exemptions.

That is not how the young tag works. From the wiki, it is defined as: A blanket tag for characters who are "not adult".
If you see it being tagged on cases where the character appears to be in young/early adulthood (i.e., 18-26+ years), then it is a mistag and should be fixed with the appropriate tags.

I don't see how you can exempt background/uninvolved young from being blacklisted besides removing young (which is obviously wrong) or adding a new tag, which is what topic #42191 set out to do.

With your other point, there's adult_(lore), so if you think too many young adults are caught by the blacklist, you can instead rely on the artist/lore instead of twys by replacing young with young -adult_(lore) in your blacklist
